Health Care Mandate Tax

The Cato Institute has a good post on how, in an effort to defend the "individual mandate" in ObamaCare from constitutional challenge, the Obama administration is defending it as a tax, even though, in arguing for passing the bill, Democrats denied that the penalty for not being insured was a tax.
