A cynical translation of this would be: "Let's not tell the American people what I'm really going to do in my second term until after they vote for me."
The prospect of a second-term Obama with "more flexibility" is the sort of thing that might motivate even a lot of centrist or conservative voters who aren't particularly enthusiastic about Mitt Romney to get to the polls in November.
