isnt misconduct usually judged based on a departure from common practice. and isnt this "nationwide" investigation premised on the widespread nature of the pension paytoplay. if so, then why shuold we single out this one guy as the whipping boy? i can't find anything on him to suggest dubious motives and trust me ive looked. . . . especially when there are bigger fish to fry here. . . . .
