The author of that article on the Vanguard blog is Steve Utkus, who holds no degree in economics and is (according to his blog profile) the head of Vanguard's Center for Retirement Research, being "particularly interested in behavioral finance." Academic credentials don't always make the man, but to me Mr. Utkus seems no more qualified to be passing judgement on the economic policies of the Obama administration than the teenager who flipped my Whopper at BK last week even if Vanguard considers him (and the other blog authors) to be among their "most experienced leaders...with decades of experience in economic analysis, investment advice, ..., and financial journalism."
