You make the crucial point that so many miss--just because something may be good, it does not follow that taxes should pay for it.
And your last paragraph, with the tongue-in-cheek example, is exactly the log-rolling phenomenon identified by Buchanan and Tullock almost 50 years ago, and well-known even before they gave it academic credibility.
