If you mean that link, it says "support", and then links to the column, which is more a presentation of facts than advocacy. I doubt Mr. Krugman gave the Congressional Progressive Caucus permission to say he endorsed it. That would be against his agreement as a NY Times columnist. If you have proof that Krugman did authorize CPC, you could get Mr. Krugman fired from the Times.
