If you want to buy bonds and want a rating pay for it. That old model worked. This of course means that small investors will only play thru bond funds A bond fund should be able to do their due diligence. After all the bond purchaser is the real customer. As many have pointed out you don't need the rating agencies for US soverign debt the media cover the US financial situation in great detail.
