Is there a study that shows higher taxes leads to tax evasion?

Although it might seem logical that higher taxes would lead to tax evasion, I would think tax evasion would be much more highly correlated with good government and low corruption, like this WSJ article argues. What are the statistics for tax evasion in Sweden, Denmark and other high tax states versus some low tax developed countries?
