"There was an astonishing scarcity of discussion of foreign policy"

Lack of Discussion = General Agreement. This group (minus Paul) doesn't substantially disagree on anything major in foreign policy. That is a good thing, as it means they have a solid purpose on this issue.

Compare that to the Democrats, whose whole approach to foreign policy and defense is #1) Competing over who can cut the most out of defense #2) Arguing over which ally to throw overboard and #3) conjuring up another way to sign a meaningless treaty with the Russians.
