using eminent domain to build a pipeline is a lot like using eminent domain to build an electrical transmission line or a railroad track. sometimes the public good requires the use of eminent domain for private activity for a public purpose. i think that this usage is very different from a redevelopment usage like the one in new london. a market clearing price is not the same as a hold-out price. furthermore, if eminent domain was limited to only government owned property then the government would have to own many pipelines and electrical transmission lines as well as a variety of other things that benefit from eminent domain.
