One should export high value items and not export the low value items, therefore one should export fertilizer and plastic, not the feedstock for them. BTW the US already has significant export restrictions on technology.

The issue is that the Europeans don't want fracking there, so let them freeze in the dark (taking a line out of history in terms of natural gas in the Carter years, Texas said that to the northeast then)
