if Katrina was worse, one of the exacerbating factors was the incompetence of the local Louisiana governments. (New Orleans and Louisiana)

Mississippi, led by Haley Barbour, handled things much better.

FEMA had nothing to work with in Louisiana. Arguably New York and New Jersey, whatever their failures, are better run than Louisiana was before Jindal was elected.
