Homes and businesses that were flooded need their electrical system inspected before the lights can be turned back on otherwise fire and shorts are likely. Recall that some houses were flooded up to the fuse (old term) box. This takes time. Note that in Houston after Eike it took over a month to get all power turned back on (this was lines from the transformer to the house that took that long) Katrina might not be a fair comparison, although there inspection of electrical systems was also required. So the question is do you take the risks of houses burning down that have small percentage water damage or inspect?
