The Chinese are manufacturing solar stuff -- panels, support electronics, etc. For us to compete with THAT may be, at present, irrelevant or impossible for many familiar reasons (the same reasons we don't make iPads here). The US domestic employment that Clinton is referring to surely includes design, installation, maintenance and support -- that sort of business ain't going overseas so fast. Those businesses also (and fortunately) aren't glamorous enough to draw politicians' attentions or, therefore, taxpayer money. And they can buy whatever hardware they want from Chinese product or cheap close-out Solyndra inventory!
