Most of course were basically booze in disguise in particular because back then women could not been seen in a saloon. But given that we have moved to a system based upon insurance, where all pay for a part of your treatment (this is true unless you provide healthcare as private pay only), then who decides what treatments will be reimbursed for. (It does not make much difference which kind of functionary one who works for an insurance company or the government) The fda approval allows the insurance companies to not have to decide if a treatment is worth reimbursing.
