You do the relatively low paying government job, to get the connections to get a high paying private job, perhaps as in the cited case with a rinse and repeat option. How often have you heard, now that my kids are in high school, I need to make more money from a departing office holder? It has been this way since 1789 and always be as people do lookout for themselves first. Just get over this model, that is the way it is.
