Consider that state budgets depend on federal aid. Would a rational state legislature vote to end their aid from washington? It would not be in the state's interest. So you would have to do like with the 21st amendment and have conventions which were specially elected for the purpose to ratify the amendment, which would essentially provide a back door version of a referendum on the issue.
