Another possibility is CVS gave the White House a press release for them to send out, for the free publicity. CVS Caremark is publicly traded and legally bound to maximize shareholder value. So they could have bet that they will make more money from the free advertising than they would have from selling tobacco. Either way someone is trying to make or save money, and people who think it's because CVS cares so much about people's health have a few things to learn about how the world works ...
