It's about whether the Third Amedment places FNMA and FMCC in a sound and solvent condition, and whether creditor preference rights are respected in accordance with HERA. In my opinion, the Third Amendment violates HERA and does not put FNMA and FMCC in a sound and solvent condition. FNMA and FMCC are vital to the U.S. housing market.
