I would have just said that the full faith and credit clause would require states to recognize a marriage from another state if it fit the laws of the original state. Then you let the Hotel, Reception Hall, photography industry lobby for the lost revenue flowing to the other state. Just like IMHO women of childbearing age should get a border crossing card so they could go to Canada if need be to get an abortion. (I picked Canada because you can get there by bus as well as by car.)
