Health care costs and corporate income tax both hurt American business. The nature of the business determines which of these factors is bigger. I worked in the field of reinsurance. Reinsurance involves small staffs who can earn large profits in good years. In this field, corporate income tax is more significant than health care costs. That's why most Amerian reinsurers found a way to move to Bermuda, which has no corporate or personal income tax.
