As usual many reporters don't get the story right. It is that non hybrid vehicles are to be banned. Hybrids such as the Chevy Volt are ok. On a side note it appears that because of all the scandals Diesel Cars are going to go away first. Now IMHO one needs to move from a hybrid where the engine can drive the wheels directly to where the engine is solely for generating electricity to drive motors that drive the car.

Then the engine can run at a constant speed and be tuned for just that speed,
