Fair comment about underpriced flood insurance. But "Washington" didn't do it without a lot of pressure from voters over many decades. Moreover, a lot of the flooded areas in Houston /Harris County are not in any recognized flood plain, so Federal flood insurance is irrelevant to most of the current suffering. Plus, locally, Houston has never cared about zoning or other planning steps that could have tempered a focus on growth and development at any (long-term) cost. Blame the public sector but blame the private sector too. Not a lot of wisdom to go around.
