Why has no one run on a devolution platform

The idea would be to devolve as many federal functions to the states, starting

with the environmental ones. Why is every problem seen to need a federal

solution? Of course since the only way the fed's can affect state policy after

the medicaid decision on the ACA it might mean more bribes for the states

for acting the way the feds want (since states can't seem to resist the money)
