ObamaCare's individual mandate to purchase health insurance has gotten plenty of attention. But it's the law's second mandate — a provision that forces the states to spend more on Medicaid — that is the subject of libertarian law professor Richard Epstein's column this week: "The trillion-dollar question is whether the federal government can commandeer state revenues."
