Imagine if this had been the rule in the lead up to WWII. The deficit spending in lend lease that got us on war footing could not have taken place (there is no way 3/4 of states would have approved it in the climate of "America First"). After Pearl Harbor and the declaration of war we would have deficit spent, but we would have been years behind the curve. The solution to deficit spending is not an amendment, it is to get politicians elected who actually do what they say they will do.

The amendment seems more aimed at the spending problem than at the deficit problem. They are different but related. I tend to share your skepticism of the amendment route.
