What about having the tenants fix some of the items

I don't know about living in free housing, but when you live in your own house you have fix some things yourself. In this case, it would seem that we have a bunch of people living in free housing that needs to be fixed while ironically many of those same people are supposedly looking for jobs. Well... put them to work! Maybe they could even use the experience to learn a trade that could eventually put them to work back in the free market.
