Recipients of the grants fill out a form and are supposed to put down the congressional district they are in. It appears that many don't know and/or put in the state house district, not the federal district. So now were a zip code is provided they have fixed the data issue, where they can't tell it goes to state no district specified. So yes there was an issue with data entry, and grant recipient sloppyness.
