If you read the constitution, the only way (it would be quite a stretch to do so) would be thru the interstate commerce clause. Thru some sort of explanation that not wearing a mask in some way interferes with interstate commerce. But since the supreme court has ruled that gun free zones around schools are not subjects of this clause but state responsibilities, And the 9th and 10 amendments. Actually what the feds could do is what they have to get the states to do something, bribe them, either by giving them more if they impose a mask mandate or giving them less money if they don't.
