The birth dearth also affected Europe and Japan

It's a bit simplistic to blame it on a US government act, when the same thing happened in Europe and Japan. Actually it's the pill that did it, and the fact that children have become a pure liability no longer an asset from a financial point of view. In addition the constant prediction of the end of the world from the media makes one wonder why have children when they likely will die in the great end of the world before they are adults? The US in fact is the only developed country to have its population grow in the next 50 years look at Russia, Italy, Japan, S Korea, and even Mexico.
