Incentives matter

It is axiomatic in economics that people respond to incentives. If you incentivize moving to Florida (as I recently did) people will move to Florida. It's not so bad down here. Folks are friendly, and you'll find that many of them are refugees from high-tax states who have chosen to enjoy the weather and save enough in taxes to pay for their Florida homes.
