defined contribution pensions instead of defined benefits?

Future pension costs for public sector employees are a significant part of our project financial challenges. Does anyone know if there is a shift from defined benefit to defined contribution pension plans in the public sector? This shift has happened dramatically over the past few decades in the private sector and it seems like it should start to happen for public employees also.
