Here in the Hill country of Texas we also have a deer problem, because so much less land has cattle on it than before, and we have stopped wildfires. I would agree if there is a problem just spend not do a tax spending, but then the anti taxers will howl, this shuts the anti-taxers up and accomplishes the same purpose.
