I don't think the fact that Herbert is against the healthcare tax is very indicative of a "backlash." Knowing his politics, he likely favors the house's tax on those with incomes over 500k in place of this. Based on his past writings, he clearly thinks that the rich are not paying their fair share, and in his column today he continues this argument. This is not a backlash at all.
