The "failure under Bush" to which I allude was the stagnation of middle-class wages caused by increased health-care costs, not Bush's tax policy. I agree that Bush cut middle-class taxes, as Reagan did. "In recent years," however, to quote the article, Republicans have not proposed middle-class tax cuts. McCain didn't. House Republicans haven't.
