The Afrikan "official" was asking for money up front. This is NOT bribery. When a cop pulls you over and you offer $20 to get out of the ticket, this is bribery. When the cop pulls you over and says, "if you give me $20 I won't write you a ticket". This is not bribery. More like extortion. But then he busts you for bribery anyway, this is entrapment.
