The president has the bully pulpit and can attack whom he pleases. JFK told steel to cut their prices or he would see to them, they did. LBJ of course was a past master of this he got his victims alone and applied pressure as needed. It is essentially the same pressure that a congressional committee can put by calling a CEO to testify and making him/her the bad guy. It is like the comments on the 10th amendment. If you look at it it can easily be read to imply the right to secede from the union is a retained right. Well we had a little extraconstitutional modification of the constitution called the civil war, with 600,000 killed that proved that reading of the 10th amendment wrong. (The constitution is silent on the subject of seccession, legally you have to go back to the Articles of Confederation and its term of a perpetual union to find the apparent restriction) Let's face it, this was a case of winner interprets the Constitution his way, the loser's interpretation goes away.
