Since as the column says it says the state of California on the label, the boot manufacturer finds it easier to label all boots rather than just boots to be sent to California (one less SKU per boot model and size). It is just like if you go to home depot or lowes web sites you see some power equipment that can't be sold in ca. The cost difference in the manufacture justifies the additional SKU where as the cost of an additional label is peanuts.
