Avoid Bank Failures Without a Bank Subsidy

Hold senior bank officers jointly & severally liable for the liabilities of the bank in the event of its failure. I believe the bank officers would then the manage the bank in such a way as to avoid a bank failure.

The investment banks used the same system with great success back when they used to be partnerships.
