I wonder how much of that 7.5 billion would be saved if all the the responsibilities of the department were transferred elsewhere. They will still need office space, census takers, studies etc. I am all for streamlining government, and I might be in favor of your proposal, but there has to be some sort of efficiency gained to go through the hassle.

If you look at the org. chart there are all kinds of departmental-only-level things — general counsel, inspector general, FOIA officer, press spokesman, White House liaison, Congressional liaison, that could probably be chopped. Means a little more work for these functionaries at the destination department for the functions in the re-org.
