Major cities practiced it well before Elis Island was needed for the influx. It helped made the melting pot idea work. There are certainly valid criticism of those rougher times. But, it helped to make us who we are ... or were. Brooks whole point services difference being bad. Difference is inevitable. We aren't a cookie-cutter specie.
