Even a quick reading of this guy's question, which he admittedly asked in a way that could be taken out of context (as you did), strongly suggests that he was inquiring about gun control. He was acknowledging that the shooter got his guns "entirely legally" and wanted Obama to comment about any way to stop such purchases "without any new [gun control] laws.
