It was an initiative on the California Ballot, and the result of the vote was that it passed. So in one sense a majority of the population voted for the silly warnings. So if it's so bad why not an inititative to repeal prop 65? As the Wikipedia article points out a number of business post the notice on a just in case basis, without having any known cancer causing substances, just to avoid being sued over it. So a lot of these notices are like the coffee is hot notice, to ensure that no one sues them.
