According to sources pianos made since the 1950s have plastic not ivory covering the wood. Now an obvious fix is to put a cuttoff date on the regs, such as it does not apply to pianos made since say 1955 for example. One might submit a comment on the proposed regulation to that effect. (In fact that is why the proposed regulation is up for public comment)
