If you are a national company you prefer to manufacture to one standard (thus a federal one) rather than 51 or so (50 states +dc). The latter case costs a lot more as you have to have more skus one for each standard. This is what happened a while ago with low flow toilets some states had set standards up, and the manufacturers went to the feds and asked for a federal standard to avoid more states setting up standards.
