More than just the officials there must be a preserve our property values faction involved. After all if you don't like the local regulations it is not a totally big deal to run for the city council. Also many towns have initiative. Clearly the level of regulation is not a hot issue among a large number of the residents. Also there have been complaints by many about McMansioning of older areas, tear down 50s houses and build new ones 3x the size of the old one.

But in summary if local folks don't like this they can engage in politics to change it, It seems lots of folks don't like things but are unwilling to take any action to change them (Or don't live in the town so can't engage in the politics)

Actually the Washington Post article is about a write-in candidate who won a seat with a stealth anti-regulation campaign, so change may be on the way.
