Defending the UndefendableReader comment on: The Regulation Causes the Corruption Submitted by Tonestaple (United States), May 16, 2016 17:08 There is a book by that name, Defending the Undefendable, which made the exact same point at least prior to 1990: it's not that the briber causes corruption but that the regulation requires bribery to work around it to get anything done. And of course this was completely and painfully obvious to anyone who paid any attention at all to the USSR, which is, of course, no one any more. Plus ca change....
