Once you own property you want it to stay the way it is. These are the folks that vote in local elections. The outsiders don't live in the cities in question so they have no vote. So good luck on that. Many cities also have local initiative so you could also try an initiative to change zoning, but since many incumbents would oppose the end of zoning for fear of their property taxes good luck.
