Legislatures can't repeal natural laws

That people respond to incentives is an iron law of economics. If the incentive is to work less, people will oblige. I'm certain that wasn't the intent of the ACA, but as the saying goes, the road to Hell is paved with good intentions. People don't care what the intent of the ACA was, they care and respond to how it affects them.
Politicians who try to repeal laws of economics might as well try to repeal the law of gravity for all the good it will do.
