That's from Speaker Boehner's pre-election 2010 "Pledge to America." The text I've seen (from Keith Hennessey's site) is dated 1:15 a.m. on August 1, so if Mr. Boehner wants to keep his Pledge To America, that means no vote before "at least" 1:15 a.m on Thursday, August 4, notwithstanding the president and Treasury Secretary Geithner's August 2 deadline.
